I recently bought fable but didn't have a good video card so I've been looking online and the Fable case says it needs a 64mb shader capable 3D card. Does this card have shader capability?

You're going to have to crank down the resolution and visual effects.
The card supports shader model 1.1 according to the online shops and forums that I've checked.
You're going to want to make sure that the rest of your system is up to par with the specs as well, I've played Fable on a GeForce 5200FX and that was pretty sketchy.
EDIT found something on the page in the "Unsupported Video Hardware Section"
GeForce2 MX, looks to me like it is unsupported so you will probably need to upgrade your video card with a PCI model, I'm not sure if it's still worth it to get an AGP one at the prices they're asking.|||that 64 megabyte is a bare minimum
you should get something that has at least 128mb of ram and yes almost all gfx cards these days are shader capable
